Brown and Caldwell welcomes former utility executive to lead California water market

Juan Guerreiro joins the firm to elevate water solutions and deepen client impact statewide

SAN DIEGO, Calif., June 29, 2026—Brown and Caldwell announced today that Juan Guerreiro has joined the company as California Water Market Leader, bringing more than 20 years of experience advancing water and wastewater infrastructure programs in Southern California.

After more than a decade in executive roles with the City of San Diego Public Utilities Department, Juan brings a proven track record of driving large-scale programs, including the Pure Water San Diego Program, navigating complex stakeholders and decision-making, and leading complex organizations through transformation. His background in utility leadership, operations and maintenance, water resources management, and stakeholder engagement supports Brown and Caldwell’s commitment to sustainable, community-driven solutions.

Most recently, he was named in San Diego Magazine’s “50 People to Watch in San Diego, 2026” for his work leading the Pure Water San Diego Program—the first program of its kind in California. Juan has served as Chair of the California Urban Water Association (CUWA) Board and as a member of the Department of Water Resources' California Water Plan 2028 Advisory Committee. He continues to serve as Board of Trustees and Potable Reuse Committee Chair for WateReuse California and is an active member of WEF, AWWA, NACWA, ACWA, CASA, and AMWA.

Based in San Diego, California, Juan is a grade V wastewater treatment plant operator through the California State Water Resources Control Board. Earlier in his career, Juan gained valuable operational experience across municipal, non-profit, and private sector utilities, developing deep technical expertise in water and wastewater operations, regulatory compliance, and workforce leadership. He holds a Master of Science in Water Science, Policy and Management from the University of Oxford and a Bachelor of Arts in Public Administration from San Diego State University.
