Phil Potter, Amanda May, and Jazzmin Awa contribute diverse backgrounds in stormwater management, integrated water and energy solutions, and stakeholder engagement and communications, further enhancing BC’s ability to help clients address complex water, environmental, and infrastructure challenges.

Phil Potter to Expand Stormwater Services Across the Pacific Area

Phil Potter joins Brown and Caldwell as a Senior Project Manager leading stormwater projects across Hawaiʻi. He brings more than 18 years of experience in stormwater management, environmental compliance, and water resource planning.

Throughout his career, Phil has supported municipal, state, federal, and private-sector clients on projects involving stormwater management, permitting, environmental compliance, GIS applications, and asset management systems. His experience includes leading environmental compliance programs and managing complex projects that help agencies meet regulatory requirements while advancing long-term infrastructure and resource management goals.

Phil will work with clients throughout the Pacific Area to address evolving stormwater, water resource, and regulatory challenges. His experience will support communities and agencies in planning for resilience, managing environmental responsibilities, and advancing projects that protect and enhance critical water resources.

Phil holds a Bachelor of Arts in Geography with a focus on Geographic Information Systems (GIS) from McGill University in Quebec, Canada as well as a Master of Science in Natural Resources and Environmental Management and an Executive Master of Business Administration (MBA) from University of Hawaiʻi. He is based out of Brown and Caldwell’s Honolulu office on Oʻahu.

Amanda May Advances Integrated One Water Solutions

Amanda May joins Brown and Caldwell as the Pacific Area Business Strategy Leader, bringing 16 years of experience in renewable energy, virtual power plants, demand response, grid services, and program management. She will support the Lahaina One Water Program and help the County of Maui Office of Recovery put its recovery activities into action.

Throughout her career, Amanda has led programs involving virtual power plants, distributed energy resources, and renewable energy. Her experience spans program development and implementation, stakeholder engagement, and delivery of complex initiatives from planning through operations.

Amanda’s experience at the intersection of water, energy, and program management will help clients evaluate opportunities, align priorities, and advance resilient, long-term solutions. Her background in utility programs, renewable energy technologies, and cross-sector collaboration will support communities and organizations across the Pacific Area as they address evolving infrastructure, resource, and recovery challenges.

Amanda holds a Bachelor of Science in Business Administration from State University of New York at Buffalo, and an Executive MBA from University of Hawaiʻi. She is based in Brown and Caldwell's Wailuku office on Maui.

Jazzmin Awa Strengthens Strategic Engagement and Advisory Services

Jazzmin Awa joins Brown and Caldwell as a Strategic Engagement Consultant, bringing more than a decade of experience helping organizations navigate complex issues through communication, collaboration, and trust-building. From supporting federal agencies and global technology organizations to advising water and wastewater utilities, she has built a reputation for translating technical and organizational challenges into strategies that bring people together, align priorities, and help move initiatives forward.

Raised in Hawaiʻi and deeply connected to the communities she serves, Jazzmin brings a thoughtful approach grounded in listening, relationship-building, and respect for local perspectives. Her experience spans stakeholder engagement, organizational assessments, change management, strategic communications, and public involvement for infrastructure programs.

Jazzmin will support our Pacific Area clients at the intersection of people, communication, and decision-making. Her experience will help clients strengthen stakeholder relationships, foster collaboration, and support the successful advancement of critical infrastructure initiatives throughout Hawaiʻi and Guam.

Jazzmin holds a Bachelor of Arts in Journalism from Hawaiʻi Pacific University and a Master of Professional Studies in Public Relations and Corporate Communications from Georgetown University. She is based out of Brown and Caldwell’s Hilo office on the Big Island.
